Lets just say I ended this grind with 3475 leystone ore in my bag. Killed and mined thousands of basilisks in Azsuna, worms in the Azsuna cave, then move to Stormheim and got it from the cliff basilisks within a couple hundred tries (the respawn time made it take way longer than it sounds)

The easiest way to get the last 15 points is to complete Legion World Quests, which requires Leystone Ore or Infernal Brimstone. As a reward, you will get the skill points.
